Many people I spoke with when I first purchased my Ruckus off Craigslist said "Oh, no one at the RMV knows what to do with a Ruckus, it shouldn't be a problem. They will probably just give you a registration sticker." Unfortunately, that didn't hold true in spring 2015.
If your scooter can travel between 30-40mph, you will likely need a Limited Use plate. So here is what you should have ready before you head to the RMV: - Have a title and purchase of sale receipt. If you don't have those, not to worry! Ask the person you purchased from if they can give you some sort of proof of their ownership (i.e. their prior registration), and if they can write up a purchase of sale (can be hand written -- include price, date, name of purchaser and seller)
- Check this list to see how the RMV will classify your scooter
- If you found out your scooter is classified as Limited Use, you will need insurance. Check this site to find rates from different providers. It can be pretty cheap, I think I got my insurance at ~$100 for the year
- Fill out the application
- Get ready to shell out some cash to the RMV. They will charge you 6.25% off the purchase price, plus a title change fee (to either issue the missing title or to change the name over to you from the previous owner) and registration fee
